For a North Bend, Ohio party, make the character's arrival easy to understand: one adult can welcome the guest while another keeps the children together. The birthday child may wave, stay beside a parent or join a picture when ready. If you are planning outdoors, settle the weather decision process and indoor route before sending invitations. The available advice is general guidance, not confirmation of local facilities or policies.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
