No. A request is not a reservation or payment; arrangements require confirmation.
For a Kelso, Tennessee birthday, prepare the child for a friendly, low-key arrival rather than a surprise they may find overwhelming. They can greet the character, wave from a parent's side or simply watch; later, invite guests to join a photo if they wish. If you are exploring state-managed space, identify the exact property and ask its operator about facilities and event permission. These are statewide planning checks, not confirmed Kelso venues or policies.
Useful rules and places to check, each with its official source.
Tennessee's Department of Environment and Conservation identifies its role in managing state parks and natural areas. Find the exact state-managed property and ask its operator about reservable gathering space, facilities and access conditions. Describe hired entertainment before booking; the agency overview does not establish birthday eligibility, event permission or availability.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
