Choosing a costumed character for a birthday in Virginia Beach usually starts with the location. Whether the party is in a city park, a recreation center, or a private space changes which questions you need to ask before you book.
Virginia Beach city parks offer shelter reservations, and the city's Parks & Recreation department handles those bookings by phone or through its online pages. Before you settle on a character, confirm with the park or facility whether outside entertainers are permitted and what they expect from a party. Ask whether you can reserve a shelter for the time you need and whether music or activities will be allowed.

Virginia Beach Parks & Recreation also lists rentals and parties for its rec centers. If you plan to use a park or city facility, check the rental terms directly, since they set the rules for entertainment. The city's special event guidance says that events on parks and recreation property and events elsewhere within city limits follow different city code provisions, and parks events have their own application process through the parks department.

Ask whether the character can use the space for face painting, a short story, games, or a photo moment, and whether there is a place to change costumes. If the party is outdoors, ask what the backup plan is for rain and whether there is an indoor space the group can use. Confirm the party's start and end times so the visit fits the reservation window.
