Let the child wave, say hello beside a trusted adult, or wait and watch. Follow their lead.
Set aside a clear spot and keep the photo opportunity optional. Avoid crowding the child with guests.

For a Willis, Virginia celebration, plan a character visit that can adapt to the child's mood: a wave first, a closer greeting if wanted, and a few photos only when the child is comfortable. Guests can join a short activity or watch from the side. City facility details are not verified for Willis, so check the chosen venue directly. Ask us about the requested costume theme, program ideas, cost and availability, and prepare a weather backup.
Useful rules and places to check, each with its official source.
As a city-scoped example within Virginia, Alexandria municipal facilities provide different picnic-season and indoor rental options. Alexandria distinguishes its picnic season from year-round indoor rentals. For a party outside the picnic season, check an indoor reservation path and verify the actual opening hours of the chosen room. This example applies only to Alexandria's listed municipal facilities; other cities and state-managed parks have separate operators and rules. Confirm the exact venue's reservation process and permission for hired entertainment.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
