In Rush, Ohio, give the organizer a simple run of show so the character moment does not compete with other party activity. A short greeting can lead into an optional photo, with an invitation for guests to wave or watch if they prefer. Ask us about your requested character theme; visit details, cost and availability need confirmation. City facilities are unverified, so check the chosen space directly. For an outdoor gathering, decide who monitors weather and how guests will reach an indoor backup before the party begins.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
