In Rudolph, Ohio, make the outdoor plan clear before guests arrive, including who watches the weather and where everyone would go indoors. The character moment itself can stay gentle: offer the birthday child a wave or a short greeting, then let them decide about photos. Guests can join a simple group hello without crowding the child. The guidance here is statewide and national planning advice, not verified local venue rules. Check venue arrangements directly and ask us to confirm program details, cost, and availability.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue.
